The CUAC for some is a mysterious part of the energy efficiency mix in California. Essentially builders and multi-family property owners are incentivizes for building energy efficient "dwelling units". For existing structures, upgrading energy efficiency items for tenants results in the owner to charge more rent. The theory is that the tennant will pay lower utility bills justifying higher rent. The higher rent goes to pay for upgrades in existing structures or upgrades for new construction. Adrian Ownby from the California Energy Commission walked energy consultants through the process.
